On March 20, 2021, Industrial University Ho Chi Minh City solemnly held The Staff Conference of Elected Delegates 2021 in order to summarize and evaluate the implementation of the Resolution of the Party Staff Conference 2020 and to formulate specific plans to successfully implement the resolution of the year 2021. The conference also aimed to carry out the election of the People's Inspectorate for the 2021 – 2023 Term.

Attending the Conference, the representatives of the senior leadership included Mr. Tran Quang Huy - Member of the Party Civil Affairs Committee of the Ministry of Industry and Trade (MOIT), Member of the Presidium of the Vietnam General Confederation of Labor and President of the Vietnam National Union of Workers in Industry and Trade (VUIT) and Ms. Nguyen Thi Thanh Mai - Deputy Chief of the Southern Regional Office of VUIT. On the side of the university were Mr. Phan Hong Hai - Secretary of the Party Committee, President of the university, Mr. Pham Thanh Tung - President of the University’s Union of Workers, together with the officials in the University’s Party Committee, the Board of Presidents, the Executive Committee of the University’s Union of Workers and more than 250 delegates who represented the staff of the university.

Overview of the conference

On behalf of the university leaders, Mr. Phan Hong Hai presented the summary report on the university’s activities in 2020 and the orientations and tasks for the year 2021. The year 2020 marks numerous important events of IUH. The university was ranked 601+ among the best universities in Asia by QS (Quacquarelli Symonds, the UK) in 2020 and ranked 10th of the best universities in Vietnam. The scientific research in the university has prospered with 424 articles and research works published in international scientific journals (ISI / Scopus), which is an increase of 178.15% compared to 2019. The university's student admission reached 104.97% of the planned target, with the quality of input maintained at a fairly high level. The effective arrangement and implementation of teaching and learning activities has also contributed to the success of the educational and political duties of the university. Especially, despite the adverse influence of the Covid 19, the educational plan was completed on schedule thanks to the early and effective implementation of online teaching and learning.

In addition to the achievements, there were still some shortcomings which need to be thoroughly addressed. Specifically, the scientific research and technology transfer failed to meet the intended targets in terms of quantity and quality. The scientific research was not in line with practical needs of teaching and serving the society. Apart from the revenue generated mainly by tuition fees, the revenues from research and technology transfer were still modest and did not commensurate with the potential of the facilities as well as the highly qualified academic staff. The foreign language proficiency of some academic staff members was still limited. The support and service staff lacked soft skills, especially communication or interaction skills. They were also short of initiative and creativity at work. After the summary report on the university’s operations in 2020, Mr. Phan Hong Hai presented the draft content of the 2021 Internal Expenditure Regulations.

Attending the conference, Mr. Tran Quang Huy, on behalf of VUIT, gave an orientation speech. Upon evaluating the university's performance in 2020, he stated that the university has effectively fulfilled the tasks set in the 2020 plan. The university has boasted its strong development in recent years and has created a high quality workforce. He also told the university officials and workers to try harder to achieve the objectives and goals for 2021, to pay attention to the targets in the resolutions of the Party Congress of different levels celebrating the 70th anniversary of the MOIT’s traditions, to create a stimulating working environment for the university staff and to continue to promote its strengths, contributing to the development of the country.

Under the direction of the Union of Workers in Industry and Trade on the election of the People's Inspectorate at the educational institution, the Executive Committee of the University’s Union of Workers elected the People's Inspectorate for the 2021-2023 term. The inspectorate includes 03 members:

1. Ms. Vo Thi Thu Thuy, Vice Dean of the Faculty of Commerce and Tourism

2. Mr. Le Ngoc Son, Head of Postgraduate Management Office

3. Mr. Tran Thanh Hai, Deputy Head of Planning and Investment Office

At the conference, the delegates listened to the presentation named "Orientation and improvement of the quality of scientific research at the Industrial University of Ho Chi Minh City" by Assoc. Prof. Dr. Trinh Ngoc Nam - Head of Office of Science Management and International Affairs and another presentation entitled "Internal Assessment according to AUN-QA Models at the Industrial University of Ho Chi Minh City" by Dr. Nguyen Huy Phuc - Head of Office of Testing and Quality Assurance.

Subsequently, on behalf of the Executive Committee of the University’s Union of Workers, Mr. Pham Thanh Tung - President of the Trade Union summarized the staff’s proposals. At the Conference, during the discussion, the Presidium received various constructive comments and suggestions from the delegates. The suggestions were received and addressed by the President at the Conference.

At the end of the Conference, on behalf of the Secretariat, Mr. Pham Trung Kien, Head of Office of Human Resources and Administration, went over the Resolution of the Staff Conference of Elected Delegates 2021. 100% of the delegates voted for the content and targets to achieve in 2021.
