Introduction
The Office of Finance and Accounting of Industrial University of Ho Chi Minh City (IUH) was established in 1976. In 2008, it was renamed the Office of Financial Planning, and in 2011, it was officially renamed the Office of Finance and Accounting.
Functions and Responsibilities
- The Office advises and assists the Rector in organizing the management and utilization of financial resources, consolidating and proposing financial plans, and implementing the University’s financial and accounting activities.
- The Office manages all financial revenues and expenditures in accordance with current legal regulations, including cash funds, bank deposits, and treasury accounts, as well as financial management of the University’s assets and facilities. It is also responsible for developing both short-term and long-term financial plans.
- The Office provides guidance and supervision of financial activities across affiliated units; monitors procurement, repair, and construction activities; and compiles annual financial reports of the University for submission to the Rector and the Ministry of Industry and Trade for approval.
Personnel
The Office currently has 13 staff members, including one Head of Office who also serves as Chief Accountant, one Deputy Head, and eleven specialists and staff members, among whom six hold master’s degrees.

Activities and Notable Achievements
- Before the University obtained full financial autonomy in July 2013 and implemented the autonomy mechanism under Pilot Project 902, state funding gradually decreased while tuition fee frameworks changed slowly and operational costs continued to increase annually. In this context, the Office played an important advisory role to the Rector in financial management and ensured strict control over the University’s revenue and expenditures.
- The staff of the Office have consistently demonstrated unity, responsibility, and dedication under the leadership of the Party Committee and the Board of Rectors.
- Achievements: For many consecutive years, the Office has been recognized as an Outstanding Labor Collective and has received numerous Certificates of Merit from the Ministry of Industry and Trade, as well as Certificates of Merit from the Prime Minister of Vietnam. The Party cell within the Office has also been recognized as a Strong and Clean Party Organization for many consecutive years. One individual has been awarded the Third-Class Labor Order, along with the Prime Minister’s Certificate of Merit, and many staff members have received commendations and emulation titles from the Ministry of Industry and Trade.
- In addition to fulfilling professional responsibilities, the staff of the Office actively participate in cultural and sports activities and have achieved outstanding results, including first prizes in the University’s cultural performance competition, the Green–Clean–Beautiful campaign, and the flower arrangement competition celebrating International Women’s Day.
Development Orientation
- In line with the University’s development orientation toward 2025, which aims to become a key national university playing a pioneering role among institutions under the Ministry of Industry and Trade and ranking among the top 10 universities in Vietnam in application-oriented education, comparable to advanced institutions in the region in training high-quality human resources, the Office strives to enhance the professional qualifications and expertise of its staff to meet new requirements.
- The Office also aims to strengthen financial resources, mobilize diverse funding sources to develop infrastructure, and contribute to improving the living and working conditions of the University’s staff.
