Functions
- Provide political and ideological education, moral guidance, lifestyle orientation, and codes of conduct for students.
- Inspect, supervise, and monitor compliance with academic regulations and discipline in teaching and learning activities.
- Monitor and guide security, order, and facilities within lecture halls.
- Manage student records and verify student information.
- Manage and guide tuition fee exemption and reduction policies for students.
- Manage campus health services.
Responsibilities
a. Political and Ideological Affairs and Internal Political Protection
- Implement Directive No. 42-CT/TW on strengthening the Party’s leadership in educating revolutionary ideals, ethics, and cultural lifestyle for the young generation (2015–2030).
- Disseminate regulations of the Party and the State and promote legal awareness, environmental protection, and professional responsibility among staff and students.
- Educate students on laws, national sovereignty over seas and islands, and Vietnam’s maritime strategy.
- Prevent drug abuse, crime, and social evils among students.
- Organize political activities and internal supervision to maintain unity, discipline, and professional ethics among staff and students.
- Disseminate the University’s vision, mission, core values, and development strategy to all students.
b. Campus Security
- Monitor student situations and maintain security and order in lecture halls, classrooms, and throughout the campus.
- Ensure overall safety and security within the University.
c. Student Affairs
- Receive and manage student enrollment records.
- Process student verification requests (study status, conduct results, loans, allowances, tuition exemption or reduction).
- Manage the evaluation of students’ conduct.
- Record violations of University regulations in the student management system.
- Coordinate with relevant offices to award scholarships for disadvantaged but academically excellent students.
d. Student Counseling and Support
- Provide online consultation and promptly respond to student inquiries.
- Receive and coordinate the resolution of student questions and complaints.
- Monitor social media channels to prevent negative or illegal behaviors among students.
- Provide psychological, emotional, academic, and career counseling.
- Organize counseling programs on learning, research, career orientation, entrepreneurship, and life skills.
e. Classroom Monitoring and Teaching Hour Statistics
- Record teaching hours of lecturers and monitor compliance with teaching regulations.
- Inspect teaching facilities and report damages to relevant units for timely repair.
- Monitor fire prevention and campus security in lecture hall areas.
- Update and manage teaching hour data in the teaching management system.
- Compile monthly and annual reports on teaching and learning activities for the Board of Rectors.
f. Health Services
- Provide medical examination, first aid, and referrals to higher-level healthcare facilities.
- Coordinate health check-ups for staff, employees, and students.
- Manage health records and propose procurement of medicines and medical equipment.
- Guide students in registering healthcare services and accident insurance.
- Implement food safety inspections and disease prevention measures on campus.
g. Homeroom Teacher Coordination
- Monitor homeroom teacher activities.
- Guide the content of homeroom meetings.
- Coordinate with departments and training units to disseminate University regulations to students effectively.
h. Enterprise Engagement and Career Support
- Develop relationships with organizations and businesses to introduce job and internship opportunities for students.
- Strengthen enterprise partnerships, alumni networks, and entrepreneurship activities to support students.
i. Community Service Hour Management
- Compile and verify lecturers’ community service hours.
- Coordinate with units to review and approve additional community service activities.
- Manage evidence and statistics of university-wide community service activities.
- Report invalid community service activities to the Board of Rectors.
