In the afternoon of 12 and 13/8/2022, the IUH’s Communist Youth Union solemnly organized the XI Congress of Deputies for the term 2022-2024. This is an important political event, marking a new development of the Union and the Youth movement.

The representative of the Hồ Chí Minh City Youth Union was Comrade Trương Minh Tước Nguyên – Deputy Secretary of the city union. IUH sent Dr. Phan Hồng Hải - Secretary of the Party Committee, IUH Rector, guest delegates and teachers in the Party Committee, School Board, Head – Deputy of units, representatives of the Standing Committee of the Delegation of brotherhood units, The Armed Forces Delegation, district delegations, commune unions of Châu Thành (Đồng Tháp),  Cái Bè (Tiền Giang), Bình Tân (Vĩnh Long), Củ Chi (Hồ Chí Minh City), Standing Committees of Universities and Institutes in Hồ Chí Minh City, Cần Thơ University,... and delegates from 19 basic unions representing more than 20,000 members of IUH.

At the first working session, the Congress conducted the election of the Presidium, the Secretariat, the Committee for verification of the status of delegates as well as voting to approve the status of delegates to the Congress. The Congress evaluated the results of the implementation of the Union and Youth movement of the University in the term 2019 - 2022 and summarized the operation direction in the term 2022 - 2024. In this working session, the Congress voted on the contents of the document and the quota system for the next term, elected the Executive Committee of the XI School Delegation, term 2022 - 2024, consisting of 27 comrades. Immediately after announcing the election results and launching them to the Congress, the Executive Committee of the XI School Delegation, term 2022 - 2024, conducted the first conference meeting. The conference conducted a vote of confidence in the project of the Standing Committee, the Secretary, the Deputy Secretary, the Chairman of the Inspection Committee. Comrade Huỳnh Phú Vinh was trusted by the Congress and re-elected as the Secretary of the XI School Delegation, term 2022 - 2024.

On behalf of the Standing Committee of the Hồ Chí Minh City Union, Comrade Trương Minh Tước Nguyên wishes that in the next term, the IUH delegation will keep promoting innovation, making the most of its advantages to help improve the effectiveness of revolution ideal education, traditions, ethics, cultural lifestyle for union members, and IUH youth. At the same time, the school union needs to strengthen the work of capturing the situation of thought and public opinion among young people, promptly solving new problems arising in students.

Speaking at the Congress, Comrade Phan Hồng Hải – Secretary of the Party Committee, the Rector recognized and highly appreciated the achievements that the School Youth Union has achieved in the past term, with 4 consecutive years the school union was classified as Excellent completion of the task. At the same time, it also pointed out the limitations and orientations for the delegation and youth movement for the upcoming 2022-2024 term. In particular, he especially emphasized that the delegation need to further promote education with the focus on innovation, promoting learning and following the example of ethics, Hồ Chí Minh's thought, traditional education, revolution ideals, youth cultural lifestyle education with the slogan of action: "Aspiration – Pioneering – Innovation – Development". The school union needs to organize and promote voluntary youth movements, creative youth movements, National Defense Quick Response...

At the second working session, the Congress elected a delegation to the XI Hồ Chí Minh City Youth Union Congress, term 2022 - 2027. The delegates to the congress heard the report:

- "Application of digital transformation in some activities of the delegation and youth movement" from Comrade Nguyễn Hữu Quang – Secretary of Information Technology Faculty Union

- "The quick response role of the Hồ Chí Minh Youth Union in learning and scientific research" was presented by Comrade Nguyễn Thái Tân – Secretary of the Faculty of Civil Engineering and Comrade Trần Thu Thảo – Deputy Secretary of the Faculty of Business Administration.
