The XII Congress of Delegates of the Ho Chi Minh Communist Youth Union at the Industrial University of Ho Chi Minh City for the 2024-2027 term was a great success. 14-08-2024

From August 8 to 10, 2024, the XII Congress of Delegates of the Ho Chi Minh Communist Youth Union of IUH, term 2024-2027, was solemnly held at Hall E4 under the slogan "Aspiration – Pioneer – Knowledge – Creativity." This congress was a significant political event for the University's youth, marking a new chapter in the development of the Youth Union and the Youth Movement at IUH.

Attending the Congress from the Ho Chi Minh City Youth Union were Ms. Tran Thu Ha, Deputy Secretary of the Youth Union and Chairman of the City Vietnamese Student Association; Mr. Pham Le Minh Khang, Member of the Executive Committee and Head of the Youth Committee of the Youth Union of Schools; Mr. Nguyen Duc Trung, Member of the Executive Committee and Deputy Director of the Youth Committee of the Youth Union of Schools; and Mrs. Dao Thi Anh, Officer of the Organizing and Inspection Committee of the Youth Union. Representing the University were Dr. Nguyen Xuan Hong, Member of the Standing Committee of the Party Committee and Vice Rector; Mr. Hoang Do, Deputy Secretary of the Party Committee; and members of the Party Committee, Rector Board, and Heads/Deputy Heads of various units within the University. Additionally, representatives from brotherhood units, including the Standing Committees of Youth Unions from Chau Thanh (Dong Thap), Chau Thanh (Ben Tre), Binh Tan (Vinh Long), Cu Chi (Ho Chi Minh City), as well as Youth Unions from universities, academies, and colleges in Ho Chi Minh City, Can Tho University, and others, were present. The Congress also saw the participation of 200 delegates elected from 18 Youth Union branches within the University, representing over 35,000 union members and youth of the Industrial University of Ho Chi Minh City.

At the opening session on the afternoon of August 9, 2024, the Congress elected the Presidium, the Secretariat, the Delegate Qualification Verification Committee, and the Vote Counting Team to manage the proceedings. The Congress also reviewed and evaluated the implementation of the Resolution of the XI Youth Union Congress for the 2022-2024 term. Additionally, it outlined the direction for the Youth Union and Youth Movement of the University for the 2024-2027 period, presented the review report of the XI-term Executive Committee, and officially concluded the XI-term Executive Committee's tenure.

The Executive Committee, the Inspection Committee of the XI Youth Union announced the end of the task.

During this session, delegates contributed their opinions and voted on the Congress document and the targets for the upcoming term. They also elected the XII-term Executive Committee of the University Youth Union, which includes 27 members for the 2024-2027 term. Immediately after the election results were announced, the newly elected Executive Committee held its first meeting to elect the Standing Committee, including key positions such as Secretary, Deputy Secretary, and Chairman of the Inspection Committee for the XII term. Mr. Le Van Hoang was elected as Secretary of the Youth Union, Mr. Nguyen Hoang Duy as Deputy Secretary and Chairman of the Inspection Committee, and Mr. Pham Ngoc Kim Khanh as Deputy Secretary. Additionally, nine members were elected to the Standing Committee, and five members were selected for the Inspection Committee for the 2024-2027 term.

At the solemn session on the afternoon of August 10, 2024, Mr. Tran Thu Ha, Deputy Secretary of the Ho Chi Minh City Youth Union and Chairman of the City Student Union, congratulated the Executive Committee, union members, and youth of the University for their impressive achievements across all areas of Youth Union work and youth movement during the 2022-2024 term. He expressed hope that in the 2024-2027 term, the Ho Chi Minh Communist Youth Union of the Industrial University of Ho Chi Minh City will continue to innovate, leverage its strengths, and enhance the effectiveness of education in revolutionary ideals, traditions, ethics, and cultural lifestyle for its members and youth. He also emphasized the need for the Youth Union to strengthen its understanding of the ideological situation and public opinion among young people, addressing emerging issues among students promptly. Additionally, he encouraged the Union to actively promote scientific research initiatives among students.

In his address assigning tasks to the XII-term Executive Committee of the Youth Union, Dr. Nguyen Xuan Hong, Member of the Standing Committee of the Party Committee and Vice Rector of the University, emphasized the importance of unity and consensus within the new Executive Committee. He stressed the need to focus on innovation and education, promoting the learning and application of Ho Chi Minh's ideology, ethics, and style. He encouraged the committee to adhere to the Congress's slogan—"Aspiration – Pioneer – Innovation – Development"—and to develop meaningful and practical initiatives that contribute to the University's overall progress and benefit all Union members and students.

The Presidium of the Congress was honored to receive a Bronze Plaque inscribed with "Youth of the Industrial University of Ho Chi Minh City: Aspiration - Pioneer - Innovation - Development," awarded by the Executive Committee of the Party Committee of the Industrial University of Ho Chi Minh City.

At the Congress, Mr. Hoang Do, Deputy Secretary of the Party Committee of the University, praised the achievements of the Ho Chi Minh Communist Youth Union during the 2022-2024 term. He particularly highlighted the Youth Union's recognition as a unit that has "Excellently completed tasks" for several consecutive years and its distinction for "Merit to be submitted to typical youth at the city level." Mr. Hoang Do also commended the spirit of enthusiasm and volunteerism of "IUH Youth" and expressed hopes for even greater accomplishments from the Youth Union and the Youth Movement in the 2024-2027 term.

During the solemn session, delegates listened to and engaged with two key presentations. Mr. Pham Ngoc Kim Khanh, Secretary of the Faculty of Business Administration, and Mr. Nguyen Thai Tan, Secretary of the Youth Union of the Faculty of Civil Engineering, presented "Solutions to Improve Scientific Research Capacity in Students." Additionally, a presentation by the Young Theory Club, titled "Promoting the Role of the Young Theory Club in Propagating and Orienting Ideology for Union Members and Youth, and Actively Participating in Protecting the Party's Ideological Foundation," was shared with the attendees.

At the Congress, the Standing Committee of the Youth Union of Ho Chi Minh City awarded Certificates of Merit from the Executive Committee of the Ho Chi Minh City Youth Union to one collective and six individuals for their outstanding achievements in Youth Union work and the youth movement during the 2022-2024 term. Additionally, the Rector of the University presented Certificates of Merit to 8 collectives and 70 individuals.

Previously, on the afternoon of August 8, 2024, the XII Congress of Delegates of the Ho Chi Minh Communist Youth Union of Industrial University of Ho Chi Minh City, for the 2024-2027 term, held discussion sessions on topics related to union members, youth, and the current state of Youth Union activities and the university’s youth movement. During these sessions, nearly 100 opinions were presented and contributed by the delegates.

- Discussion Topic 1: Promoting and Diversifying Learning Activities Aligned with Ho Chi Minh's Ideology, Ethics, and Style

- Discussion Topic 2: Enhancing Knowledge, Skills, and Proactive International Integration Among Youth

- Discussion Topic 3: Strengthening the Use of Expertise in Volunteer Activities

- Discussion Topic 4: Advancing Digital Transformation in Youth Union Activities and the Role of Youth

Congress voted to approve the contents of the Congress Document, including 12 key targets for the 2024-2027 period. These targets are:

1.Ensure that 100% of Youth Union cadres and members, and 80% of young people, are able to study, understand, and disseminate the Party's resolutions, State policies and laws, and Youth Union resolutions and guidelines.

2.By the end of the term, aim for 70% of young people to engage in digital capacity-building activities provided by Youth Unions and Associations at all levels; 70% to use online public services; and 80% to have electronic payment accounts.

3. Target 280,000 participants in volunteer activities organized by the Youth Union and Associations.

4.Ensure 100% of affiliated Youth Union establishments organize annual programs to encourage and promote ideas and initiatives among members; propose at least 3,000 ideas, initiatives, and topics; support at least 25 ideas, initiatives, and topics for practical application; and support the development of at least 10 innovative student start-up projects.

5.Aim for 14,000 Youth Union cadres, members, and youth to receive foreign language training.

6.Provide career counseling to 20,000 young people and facilitate job placements for 2,500 young people.

7.Award 45 titles of "Typical Young Teachers" and 35 titles of "Young, Good, and Friendly Officials and Employees" at the school level.

8. Ensure 100% of affiliated Youth Union establishments register and implement youth projects, with 30 effective youth projects at the unit level.

9.Admit 800 new Union members.

10.Strive to recommend at least 250 elite union members to the Party, with at least 95 being developed by the Party.

11.Ensure 100% of key Youth Union officials at affiliated establishments receive training in knowledge updates, professional skills, and necessary competencies.

12.Develop at least one significant project at the University level to celebrate the 70th anniversary of the Industrial University of Ho Chi Minh City (November 11, 1956 - November 11, 2026).
